(1) The owner of the vehicle shall not modify the vehicle in such a way as to change the color,  number of seats, shape, engine or chassis without obtaining the permission of the authorized officer. But this sub-section shall not be deemed to have created any obstacle to change normal parts in the vehicle.
(2) If approval is sought for making changes according to sub-section (1), the authorized officer may give permission to make changes if he finds that it is appropriate to make such changes after conducting the necessary investigation. However, approval will not be given by changing the detailed description (specification) determined by the vehicle manufacturer company regarding the construction of the vehicle.
(2a) When giving permission for modification according to sub-section (2), a fee of fifty percent of the fee charged for vehicle registration shall be charged.
